For new interstate motor carriers · first 12-18 monthsNew Entrant Safety Audit Kit: 31-page printable PDF, $59
All FMCSA forms and guides are free. FMCSA charges nothing for the audit, and its Motor Carrier Safety Planner is free online. Rasengan Data is a private publisher, not FMCSA or USDOT. This kit is the organized, print-and-fill version.
The audit checks the records a new carrier is supposed to keep from day one. The kit lists what auditors ask for, the 16 violations that fail the audit automatically, and gives you fill-in templates for each record, with the regulation cited on every page.
What's inside
- How the audit works and what happens after a failure (49 CFR 385.319-385.325), in two pages.
- The 16 automatic-failure violations from 385.321(b), each with the record that shows compliance.
- The records auditors usually ask to see, plus suggested binder tabs.
- A 12-month compliance calendar and a record-retention table.
- Driver qualification file checklist (391.51), driver application (391.21), previous-employer investigation (391.23), MVR and annual review log (391.25), road-test certificate (391.31) and medical certificate tracker.
- Hours of service and ELD policy, ELD malfunction log (395.34) and monthly HOS review.

- Drug and alcohol program checklist, including Clearinghouse queries and random testing (Part 382).

Who it is for
US interstate property carriers, usually 1 to 25 trucks, in their first 12 to 18 months with a USDOT number: owner-operators who are their own only driver (you still need a driver qualification file on yourself) and small fleets setting up their files for the first time.
The free route
You can build all of this yourself from the regulations at ecfr.gov and FMCSA's free New Entrant Safety Assurance Program pages and Safety Planner. FMCSA charges nothing for the audit or any of its forms. The kit saves the time of finding and organizing it.
Questions
Is this from FMCSA?
No. Rasengan Data (Rasengan LLC) is a private publisher. We are not FMCSA or USDOT, we have no role in scheduling or conducting audits, and we will never ask for your FMCSA PIN, EIN or SSN.
Can I get this information for free?
Yes. Everything the kit is based on is public and free: the regulations in 49 CFR, FMCSA's New Entrant Safety Assurance Program pages and the free Motor Carrier Safety Planner. FMCSA charges nothing for the audit or its forms. The kit puts it in one organized, printable binder with fill-in templates.
When will my audit happen?
FMCSA audits new property carriers within 12 months after they begin operations (49 U.S.C. 31144(g)), during an 18-month new entrant monitoring period. FMCSA or your state contacts you to schedule it; we cannot tell you a date.
Does the kit guarantee I pass?
No. It is a compliance aid: it shows what the audit reviews and gives you the records to keep. Whether you pass depends on your actual records and operations.
How do I get it?
Pay $59 by card (Stripe) and the download starts on the next page. It is a 31-page PDF: print it or fill it in on screen. Questions: [email protected].
Who is it not for?
Passenger carriers (they have a 120-day audit window and different rules), Mexico-domiciled carriers, and carriers that operate only within one state (check your state's rules).
What if the download does not work?
Email [email protected] from the address on your Stripe receipt and we send you the PDF.
