FMCSA New Entrants List: Where to Download It Free, and What It Lacks

FMCSA's data on new trucking companies is public and free. It is spread across three places, and none of them gives you a clean list of this week's new carriers with their insurance status. Here is where each piece lives, how to pull it yourself, and what our weekly file does for you.

3,970new carriers in our file for the week ending 2026-10-25
1,718with no insurance filing on file with FMCSA yet
305with an insurance filing on file

What FMCSA publishes

FMCSA does not publish one file called "new entrants". New carriers show up in three public places, each with a different job.

SourceWhat it hasWhat it does not have
Company Census Filedata.transportation.govEvery registered USDOT number: name, address, phone, email, trucks, drivers, cargo, operation and the date FMCSA added it (add_date). 147 columns.Insurance filings. Authority status (its docket fields are empty for new carriers).
Motus authority and insurance (formerly L&I)data.transportation.govOperating authority (the MC docket) and its status, required liability cover, insurance filings, authority history, BOC-3 agents.Contact details and fleet data. You join it to the census by USDOT number.
SAFER Company Snapshotsafer.fmcsa.dot.govOne carrier at a time: status, address, fleet size, inspections.Bulk download. Insurance status. Pending carriers show "NOT AUTHORIZED" with no MC number.

Where to download it free

All of these are public US federal datasets. You can export each one as CSV from its page, no account needed.

To get one week of new carriers, filter the census on add_date. The dates are stored as text such as 20261020, so this query returns every carrier added on or after 20 October 2026:

https://data.transportation.gov/resource/az4n-8mr2.csv?$where=add_date>='20261020'

Two older L&I datasets (6eyk-hxee and qh9u-swkp) still come up in searches. Their own pages say they were last refreshed on 05/14/2026 and will no longer be updated, so use the Motus datasets above.

What the free data lacks

  • No clean weekly cut. The census is a running list of about 4.5 million entities (4,522,236 rows on 2026-10-27). You pick the dates, and FMCSA lists some carriers days after they register, so a single 7-day query misses late arrivals. Run it every week and you also see the same carriers again unless you track who you already have.
  • No contact cleanup. Phones come as bare digits, emails in mixed upper and lower case, operation and status as one-letter codes (for example A and C), and dates as 8-digit text.
  • No insurance join. The census cannot tell you whether a new carrier has an insurance filing. You have to match every USDOT number to the Motus authority and insurance datasets yourself.

What our weekly file adds

Each Monday we query the last 21 days of registrations, drop every carrier that was in an earlier file, join the Motus authority and insurance data, and ship one spreadsheet. The file for the week ending 2026-10-25:

  • 3,970 new carriers registered from 2026-10-05 to 2026-10-23, in all 50 states and DC. 3,555 carriers already sent in earlier files were removed.
  • Insurance On File: 1,718 had no insurance filing on file with FMCSA yet, 305 had one, and 1,905 do not need a federal filing (intrastate, or private carriers hauling their own goods).
  • Authority Status and MC Number on every row: 1,593 carriers had pending authority and 207 were already active.
  • Phone on all 3,970 rows and email on 3,962, as filed, with phones formatted the same way and emails lower-cased.
  • Plain column names, a SAFER link for each carrier, CSV plus JSON.

Biggest states that week: Texas 459, California 424, Florida 328, Georgia 184, New York 183. See every state.

If you have the time and a spreadsheet habit, the free data is enough. If you want the weekly cut done for you, that is what the $29 file is.

Questions

Does FMCSA publish a list of new entrants?

Not as one ready-made weekly list. Every new USDOT number appears in the Company Census File (dataset az4n-8mr2 on data.transportation.gov) with the date FMCSA added it, so you can build the list yourself by filtering on that date. Operating authority and insurance filings are in separate Motus datasets.

Is the FMCSA data free?

Yes. The datasets on data.transportation.gov are public and you can export them as CSV without an account. SAFER lets you look up one carrier at a time for free. What you pay for with a service like ours is the filtering, joining and cleanup, done every week.

Does the census show whether a new carrier has insurance?

No. The Company Census File has no insurance data, and its docket fields are empty for brand-new carriers. Insurance filings (forms BMC-91 and BMC-91X) and authority status are in the Motus datasets inys-ebih and c5y8-a4uz, which you join by USDOT number.

What is the FMCSA New Entrant program?

It is FMCSA's safety monitoring period for new carriers, which includes a safety audit. It is a program, not a download. Carriers in it are simply the ones that registered recently, which is what a new-entrant lead list tries to capture.

How many new carriers register each week?

Our file for the week ending 2026-10-25 had 3,970 new carriers registered from 2026-10-05 to 2026-10-23 that were not in an earlier file. 1,718 of them had no insurance filing on file with FMCSA yet, and 305 had one.

Are you FMCSA?

No. Rasengan Data is run by Rasengan LLC, a private company. We are not affiliated with FMCSA, USDOT or any government agency. We build a file from FMCSA's public data.
